crab rule question?

from tpwd see the 2nd * question is why can you only put them out 30 min before and after sunrise? and can only empty them then? this dont make since to me how about you got a answer for me?

* May only remove crab traps from the water or remove crabs from crab traps during the period from 30 minutes before sunrise to 30 minutes after sunset.

No...you can start putting out and checking 30 before sunrise till 30 min after sunset. They just don't want you out there after dark.
