During that same period I wonder how many law abiding outlaw US citizens have been booked and charged? I'd guess a heck of a lot more.
Does anyone care except in an election year.
This state is run on keeping prisons full to have cheap/free labor for state related needs(refinish and repair school desk along with school buses) and provide jobs in depressed areas where they have a TDCJ facility.
Our system is so corrupt it can never be straightened out, it starts at the top and continues all the way to the lower echelon. Of that the very top skim off the majority of the $ but nearly everyone gets a dime or two.
